Review: The Wise and the Wicked is a gathering of NPCs of various races, regions, alignments, levels, and motivations. Each entry has a complete stat block, detailed background, roleplaying notes, and combat style. Additionally some NPCs have items and spells that merit thorough description in the style of the DMG items and PHB spells. If you are using the Scarred Lands setting, you will definitely have a lot of material to make your adventures within this book. Some of the stat blocks have errors in them like a wizard with 40 hp who should really have 100+ because of his 20 Con, or a level 9 fighter with an attack bonus of +4. But this are forgiveable because of the fantastic NPCs and stories throughout. If you don't use the Scarred Lands setting, this book might not be as useful.
