Betty explains not only how to research, analyze, and document the entire spectrum of possible environmental impacts, but why, and she does it in easily accessible language. The bulk of her experience is in transportation, and it shows in the text, but the principles and procedures apply to any federal project. I made sure my staff had a copy so they wouldn't keep swiping mine.
