Summary: doesn't live up to potential
Review: the author has devised an intriguing plot, the characters are well developed and the individual scenes hold together well. However, there is very little of romance in the story. The focus is on how the heroine spys for the union. How could such potential have been allowed to go to waste. It seems to me as if the editor could have saved the book if a little direction were given as to how more of the love story could have been woven in. The elements are all there but they just don't jel.
