Summary: A strong policy book for both professional and layman
Review: I am a professional staffer and discovered this book when I was doing research to put together my party's platform for the upcoming election. The Treaty addressed in this book is one that goes beyond the policy realm, especially in view of our growing reliance on the oceans. I read this as a layman, but soon found that it was easily understandable and gave me a good grasp of a key issue. As we approach ratification of this Treaty this book should serve as a valuable primer.
