Rating: Summary: Great book about a small bit of India's History Review: This a great book about the history of the Ilbert Bill and the foundings of the Indian National Congress (INC). The book gives an excellecent background of the political, social, and economical situation of India before the crisis and continues this throughout the INC. Hirschmann describes Viceroy Lord Ripon's administration and his struggle to administer Gladstone's liberal policies, although the Ilber Bill was not apart of his plans. The careful analysis of the role of the press is excellent. Although the actual event may be just a blink in Indian history, the book is an excellent example of the racial tensions between the British and the native Indians. It is well laid out and organized as well for anyone who wanted to pursue the subject further.
