The internal politicking that brought Nishijima and Saeki into power backfires when their army officers prove incapable of piloting Dai-Guard. Public Relations Division 2 of the 21st Century Defense Security has to be reinstated as Akagi, Ibuki, and Aoyama oust the pretenders and once again become Officer Workers Saving the World. The program's usual nuttiness gives way to more serious issues in episode 21. After studying the book Ibuki's father wrote, Rika insists that Ibuki's memories of her father are falsified. He wasn't a hero trying to protect humanity from the threat posed by the Heterodyne monsters; he was a scientist who saw the Heterodynes as proof of his theories about movement between dimensions. Badly shaken, Ibuki has to wrestle with her demons. Her piloting skills fall off, putting Akagi and Aoyama at risk in a cliffhanger ending.
